TERMS OF REFERENCE
- Duty Station of the Consultancy: Municipalities of Gracanice/Gracanica and Prizren, Kosovo*
- Duration of Consultancy: Six months, (with possibility of extension) 1 December 2023 to 31 May 2024

Project Context and Scope
Since 2016, the Social Inclusion programme through various phases supported activities to tackle the issues of concern for the protection and integration of minority communities, which resulted in several successful outcomes. Currently, within the scope of various activities, IOM Social Inclusion Programme implements the project “Promotion and advancing language rights in Kosovo” financed by UNMIK.
The project aims to achieve one main outcome: to strengthen enjoyment of human rights of all communities by enhancing implementation of the legislative law framework on language rights by providing strengthened institutional main stakeholders on central and local level and supporting bilingualism and multilingualism.
Also, the project aims to contribute to supporting integration and reducing discrimination against the various linguistic communities in Kosovo. Kosovo recognizes Albanian and Serbian as official languages, and other languages like Bosnian, Turkish, and Romani have official status at the municipal level, however, the implementation of language laws and frameworks has been inadequate, resulting in the prevalence of monolingualism and a separation between majority and non-majority communities.
In order to archive the above- mentioned outcome project outcomes, the project will provide linguistic support in the Romani language where this language has been recognized as an official language in use. Lack of human resources led to inefficient implementation of the Law on Use Languages Law in this instance.
To facilitate this process, the consultant will be engaged to work in translation and interpretation in municipalities of Prizren and Gracanice/Gracanica, as per responsibilities included in the section 6.
